Tougher laws would end prostitution.

 

In the mid-1980s police doubted even a tripling of enforcement efforts could “make a dent” in their respective cities’ prostitution problems, and individual cities’ crusades against prostitution in the 1970s support this assertion. Before Saddam Hussein’s removal from power in 2003, convicted prostitutes could be beheaded in Iraq. Even in this extreme “tough on crime” climate, poor men could still procure affordable prostitutes.
